Fully Persuaded for Children and Families, is committed to promoting Social-Emotional Learning and developing an emotionally-safe global community.

In partnership with New York State Senator Eric Adams,  Fully Persuaded For Children and Families, is seeking legislation to establish Social-Emotional Learning as a required component of the core curricula and to assist in drafting protective legislation to help combat and prevent bullying.  Kindly see the letter below:

Dear Senator Adams:

Through your body of work, I know you agree that the emotionally painful cries of our children must be heard and addressed at a more substantial level. With that in mind, this letter serves to propose an idea for protective legislation to help combat and prevent bullying. Regrettably, this request comes as a result of suicides and stabbings involving school aged youth.
  
In my roles as a concerned citizen, Principal, Chairperson of your Educational Task Force, and Founder of Fully Persuaded for Children and Families Inc., I am compelled to reach out to you regarding the need for anti-bullying measures. This public safety issue impacts our nation, including many of our school aged youth in New York City and beyond.

As a means of increased support for children and families, it clearly seems as if we need to consider drafting protective legislation to help combat and prevent future bullying. Should bullying be a crime? Whether face to face or on the Internet, should it be a crime in New York State to torment or terrorize a particular person on more than one occasion? Should it be a crime to habitually badger or intimidate someone? This type of legislation was passed in the state of Missouri, following the suicide of Megan, a thirteen year old.  Reportedly, Megan committed suicide after receiving upsetting messages on-line. 

Unfortunately in New York City, suicides and stabbings involving school aged youth are continuing to occur. Young people are committing acts of violence against themselves and/or others. These incidents appear to be directly connected to emotional pain which mainly seems to be resulting from the effects of teasing and bullying.  Sometimes these harmful decisions are made in "the heat of a moment."

We can begin to deal with this epidemic at a more substantial level through:
• Protective Legislation
• Increased Education
• Therapeutic Intervention
 
The means by which we address this public safety issue must reverberate far beyond the vicious socially and emotionally toxic environments from which these tragedies have emerged. Even those who are bullying need support. Research indicates that 6% bully, because they have been bullied themselves. 

As an educator and a citizen, I believe in support and consequences. While constantly assessing immediate danger, it's important to provide the following:

• Instruction in Social-Emotional Learning   
• Promote positive Youth Development
• Offer on-site therapeutic intervention for students through weekly counseling
• Crisis intervention services
• On-site mediation services for children and adults facilitated by trained mediators
• Additional support for children, youth and families as needed.
 
Through this type of support, many people can become less angry and frustrated. It can also help decrease recidivism and prevent future bullying. Ultimately, this helps to create a more emotionally safe global community.  

Senator Adams, how can we explore this as a viable option for legislation? I would like to be a part of the task force that co-sponsors this initiative. Thank you for your consideration of this request.
